I think people are assuming that if it's Google asking, the answer will have to do with search engines.

The reason why people don’t know what a browser is, is that Microsoft doesn't want them to. Don't get me wrong, I love Microsoft.
Their business model - make our vision everybody's vision:
PC == Windows
PC+Internet == Windows + icon on desktop called "Internet (Explorer)"

How many people do you think know what a "file manager" is?
Just give them their "My Documents" and leave them alone.

All (99.9%) of computer "users" use 0.1% of the software features available to them. Microsoft is OK with that. As long as they keep paying them (via OEMs) they don't care if people are even able to turn the PC on. So why bother educating them. This might be dangerous! Just make it easy and shiny.

browser is a commodity - I agree with your opinion. People are interested in completing the tasks. Whatever helps them to complete the tasks they adapt it. Opera Unite is right in its approach. Tonido also provides multiple powerful applications in a browser UI as Opera. Google chrome intends do the same by integrating Native Client.
